The formation of a chemical bond refers to the formation of a new chemical compound.
Coming to Cohesive or Adhesive forces;
these are just attractions and do not lead to the creation of a new compound after bonding.
Short and simple: Attractive forces between liquid-liquid particles are called Cohesive forces while Attractive forces between Liquid-other particles are called Adhesive forces.
