whether can be change any time at particular place for example = in ranchi there was sun rises very hot but after some time rain starts to fall .. so we say that whether can change any time of day.
climate is the constant whether of any particular place. for example= suppose in bihar there is winter season it cannot be changed to summer or rainy season.. so we can say that climate is constant ant it will remains some months at particular place
