This happens, when bigger units are results of independent states coming together to form single entity. Here all the constituent units have equal power. Though there are two or more levels of the government, but each have their own judisdiction. Fundamental provisions of the Constitution can only be changed by consent of both levels of government. Holding together:
When a large entity distributes its power among the constituents, it is termed as holding together. Many states & national Government is known as Holding together Federation. This way more power lies with the Central Government. In many cases, different constituents units enjoy unequal power, with few have guaranteed special power. As a country decides to divide its power, the state government is effectively a subordinate to central government. Central Government can dismiss the decisions of state government at anytime. Countries with holding together countries are India & Belgium.
