Federal- I) There are more than one type of govt. and the lower govt. isn't subordinate to central govt.2) the central govt. cannot pass on order to listen to it. the lower govt has power of its own.
Unitary-1) There is only one type of govt or if there are two the lower is subordinate to the central one .2) the central govt can pass on order to the provincial govt.
