If your question referred to hardware control. Then, general control means BIOS control in a PC. BIOS is also an application which is much more low-level and compact in size. Because, it is made of low-level language so, it is more compatible to hardware.
And software application need an OS to run. So, there comes a layer first before controlling the hardware. So, application softwares are less hardware compatible.
