A nominal democracy is one where the will of the citizenry is allegedly implemented, but what actually happens is that a tyrant or oligarchy enacts a subset of them for the reasons that it benefits them. They generally also use this to crush opposition and enrich themselves.
The difference between this consensus / balance vs the will of a small group is why democracy is hard to do.
