INDIVIDUAL RESOURCES ARE LEGALLY OWNED BY A SINGLE PERSON OR A GROUP OF PERSONS. NO ONE CAN USE INDIVIDUAL RESOURCES WITHOUT THE OWNER'S PERMISSION. COMMUNITY RESOURCES ARE OWNED BY EVERYONE LIVING IN AN AREA. ANYONE CAN USE THE COMMUNITY RESOURCES WITHOUT OWNER'S PERMISSION.
