Layering is a process which involves artificial propogation in which the branches of a plant elongate and get attached to the soil forming root like structures which is later on discarded from the plant...
Eg - jasmine..

Cutting is also a process of artificial propogation in which the stem of a plant is cut and is later on grown which promotes growth of new plants..

Layering is the process of development of a root on the stem while it is still attached to the parent plant for eg jasmine and Cutting is the process of vegetation reproduction,in this method a piece of suitable length of stem is taken from the mother plant for eg rose
