The word “note” is not very specific. Most music theorists avoid the term because of the high chance of misinterpretation. For example, what if you had a G# and an Ab; they are different “notes”, but they are played with the same key on a piano. Also, are a middle C and high C the same note, or different notes? They are the same note NAME (which music theorists call the same “pitch class”) but they aren’t the same frequency.
And what about rhythmic values, like eighth and quarter? Those are “notes” too, but not in the way that pitches or pitch classes are.
In fact, a lot of music theorists don’t even say “tone” either. If you are talking about a pitch of some sort, then there are specific names for those, in a general way, as I said before. But tone could also be timbre, which refers to the harmonic content of a single pitch. Most theorists would say “timbre” to avoid confusion. A “tone” is also a full step, or two half-steps, in interval, so that is yet another possible confusion.
