Multiprogramming means keeping several programs in memory at once. Only one program out of those in memory can run at a time. When the currently running program has to temporarily stop for a while the operating system will switch the CPU to run another program in memory.
Multitasking is an extension of multiprogramming. In multitasking, the OS causes the CPU to switch between all programs in memory very rapidly.
