State is a political entity having attributes of definite territory, population, government and sovereignty (supreme power of a state). If people in a any state also have a sense of unity and affiliation to state, it is called a nation state.
Modern nation state system is an international order, where nation states are recognized a primary units of interaction in international relations. The present prevailing international order is a nation state system, which originated from the Treaty of Westphalia 1648, which recognized that the nation states (as distinct from Empires and Princes earlier) shall be the primary unit of interaction in international relations. This world order continues till today. Thus, in the modern nation state system, the nation states are the primary units of interaction in international relations. The attributes of nation states are sovereignty, legal equality, and territorial integrity. All international institutions including the UN, international law and other international arrangement are based on the recognition of these attributes of nation states. It is because of this, the present international system is known as nation state system. Thus nation state is a primary unit of modern nation state system (present International order).
In short, multinational dynastic empire refers to a dynasty that rules multiple nations, that are connected only via their monarchs' bloodline
