The following are the differences between the open and closed loop:

Open loop:

1. in this loop, congestion restraint arrangements are made in such a manner that congestion is eliminated before it befalls.

2. The processes by which open loop is practiced involves the window method, re-transmission management etc.

3.  It does not need end-to-end feedback.

Closed loop:

1. In the closed loop, congestion restraint is used to drive out the congestion after it has occurred.

2. It uses the process of back pressure and chokes package etc. 

3. This congestion check regulates the cell-rate based on feedback collected.

The open loop congestion is done on the basis of the prevention of congestion. On the other hand, the closed loop congestion is done on the basis of the solution for removing the congestion. Where open loop prevents the congestion to take place. Comparatively, closed loop removes the congestion after it happened. There is no need of end-to-end feedback in open loop.
