basically optically rarer medium means a media in which light travels fast and optically denser means a medium in which light travels slow
and interesting fact about optically rarer and denser medium you have to know that light does not travel slow or fast in any medium, it seems to be travel very slow or fast because it have some restrictions that is ( light has to move with each molecules and atoms in the media. So, the if their intramolecular space is large it takes less time to move and if their intramolecular space is small is takes more time to move . Now, moving of light through these mediums decide their speed in our sense) atoms and molecules with them so it takes some time which seems that light travels very slow or fast but it travels at same speed.
So the conclusion is time taken to travel via any media decide their speed.
Also in higher classes these all doughts will be cleared when you read wave and particle theory of light.
