Page formatting determines the parameters of your entire page. Essentially: left, right, top, and bottom margins, headers, footers, and page numbering.

Paragraph formatting determines how your individual paragraphs look on the page. In academic work, paragraphs are normally double-spaced, with a first line indent of one-half inch. In business writing, paragraphs are in “block format”: single-spaced, with no first-line indent. This answer was typed in block format paragraphs.
