Perennial rivers have water in them throughout the year. They don't depend on rain.
Seasonal rivers don't have water in them throughout the year. They dry up in dry season and depend on rain.

Perennial rivers have water throughout the year.
But Seasonal river ,which are filled only during the rainy seasons.
And get dried during summer. So water will not be there throughout the year.
