Political executives are the ones that are elected by people for a specific period .They are the ones who make decisions. If the ruling party changes then they also change. They are answerable to the people.

Permanent executives are the ones that are appointed on a long term basis.They work under the political executives and assist them in day to day administration. They only propose the objectives ,they can't take decisions. They remain in the office even when ruling party changes. They are experts and not answerable to the people..
