power project is the one which is planned to supply more amount of electricity. this project is totally based on creation of electricity and suppling it. whereas irrigation project is one related to cultivation as the fields require water it will help to supply sufficient amount of water to the fields

the difference between this is that power project said to the set of machinery which produce electricity and on the other hand ,
irrigation project is said to be which provide source water to land
