"When a state in India comes under the rule of President directly, it is called presidents rule.

Governer’s rule is only applicable in Jammu And Kashmir because it has a separate constitution.

In simple words, governor’s rule is applied only in Jammu and Kashmir while President’s rule can be applied to any other states.
