The objective of both schemes is rural electrification. So the new scheme has replaced the existing Rajiv Gandhi Grameen Vidyutikaran Yojana. Every scheme get changed with time because of various reasons some are technical and some are purely political. For example Jawahar Rojgar Yozana which was launched in 1989 was replaced by Jawahar Gram Samridhi Yozna, later it was merged with Sampoorna Grameen Rojgar Yozana. The purpose of all schemes is providing employment and as a result reducing poverty. So the new schemes were evolved based on improvements and feedbacks. In same way this scheme has been introduced for rural electrification though not with many changes. The major change is just name.
