Fragmentation is form of asexual reproduction (vegitative) where certain organisms propagate through breaking off their body in small fragments,while in Regeneration organisms like planaria regain their whole body with just small bolus of cell.

Explanation:

Main thing to think here is that fragmentation is intentional method to reproduce (propagate) but regeneration is more like regaining of what's lost,as in case of lizard's tail.

For more clear view think of yourself,whenever you met with unfortunate accident and some skin tissue is torn apart,and after some time that injured area heals out,is it reproduction mean or just regaining what was lost. Regeneration is just the same.
