By 1924, the Swarajists position had weakened and a split among themselves was observed on communal and Responsivist-Non-responsivist lines. Kelkar advocated cooperation with the Government and holding of office wherever possible to protect the so called Hindu interests. - The Swaraj Party was set-up on 1 st January 1923 by Motilal Nehru and CR Das. The Swaraj Party was formed after numerous significant events such as the dissolution of the non-cooperation campaign, the 1919 govt of India act and 1923 elections
- However, by 1924, the status of the Swarajist was undermined by the ongoing communal riots that split the Swarajists amongst themselves on the Responsivist, Non-responsivist lines; the death of CR Das in the year 1925 weakened it further.
- There were internal divisions amongst the Swarajists. They were divided into the non-responsivists and the responsivists. The responsivists (Lala Lajpat Rai, MM Malaviya, and NC Kelkar) wanted to cooperate with the govt. and hold offices, while the non-responsivists (Motilal Nehru) withdrew (pulled back) from legislatures (councils) in the year 1926.
