Right to represent mean to represent something and right to seek redressal means to seek for something not representing it but to seek for it

Right to represent or heard: In the event of any complaint or disappointment, a customer has the liberty to register a grievance under relevant tribunals which were authorized by the administration.

Right to seek redressal: A customer has the freedom to solicit redressal and payment in evidence against any form of exploitation.
