In grammar, to burgle and to rob refer to the victim, but to steal refers to the item taken, so if you rob or burgle someone you therefore steal their stuff. In law, the word steal isn't really used (to commit larceny is the usual term). ... Robbery is taking property forcefully from a person, such as in a mugging.
