According to essential commodities act. A seizure is:
The ownership of the article get vested by the hand of a government approved officer. And the proprietorship constant to stay with proprietor whose article is seized due to breaking the law ,for the time in constrain. And this is a step taken when there is enough suspicion . Also of nothing wrong is found it can't led to cause any punishment,

While a confiscation is about 
The ownership in addition to responsibility for article so seized gets vested in the hand of government after that breaking of law is proved. The proprietor is stripped off possession without installment or any remuneration.
