A solenoid valve is one that operates by use of electricity. The plunger of a solenoid is essentially a magnetic rod that sits inside of a coil of wire and is held in place by a spring mechanism. When an electrical current is applied to the coil, the plunger moves and either opens or closes the valve assembly.
A pneumatic valve is similar, but instead of utilizing an electromagnetic force to move the plunger and open or close the valve, a compressed air line is used to force the plunger to move.
As long as either electrical power is applied to the solenoid or air pressure is applied to the pneumatic valve, the valve is held in that condition.

An electric actuator is the one which makes use of electrical energy to produce mechanical energy. While, a pneumatic actuator, is an air operated actuator, which converts air pressure into mechanical force to operate the valve.
