Every state has a Chief Minister.

There is a separate government that operates in the States.

The functions handled by the State Government are security, healthcare, governance, revenue generation, etc.

What is a Union Territory?

Articles 1 to 4 under Part 1 of the Constitution gives the provision of the Unions and its Territories.

A Union Territory is controlled by the Central Government.

A Union Territory has a Lieutenant Governor as an Administrator.

A Lieutenant Governor is the representative of the President of India.

There is no representation of the Union Territories in the Rajya Sabha except for Delhi and Puducherry.
