National Permit is a sub category of All India Permit. NP is issued to any goods carrier by the State Transport Authority whereas AIP can be categorized into permitfor taxis, buses, trucks and other good carriers. So next time when you see any goods vehicle written eiher with AIP or NP, dont get confused.
National Permit:
Valid for 5 years and renewable. Authorisation in Form 47 is required for use of the vehicle in any state subject to payment of composite fees.

Answer:
National permits are issued to the vehicles that want to move out of its home state. It is issued as per rules 86 and 87 of Motor Vehicle act 1989. It is issued fro at-least four states in continuation. The permit is not issued for the vehicles that are older than 12 years and a multi axle vehicle shouldn't be more than 15 years. Form 46 and 48 are to be filled to get a national permit.
All India tourist permit is issued to the bus which carries tourists. The permit of motor cab expires nine years and after eight years fro vehicles other than motor cab. It is mandatory for the vehicles to be equipped with drinking water, push back seats, curtains , fans and separate driver cabin to apply for All India Tourist Permit.
