An operating system is the software that controls the running of applications / tasks, and access to resources on a computer.

A User Interface is the software that a person uses to interact with the OS and the applications running on a computer. OS and applications run without the need to interface otherwise. A person interacts via the User Interface just to provide input, and look at the output of software that is running.
