The basic difference between these two forces is that the former arises due do internal cause of the earth(like volcano, earthquake, etc.) while the latter arises due to external cause outside the earth(wind, water flow).
Tectonic forces are responsible for creation of mountains, plateaus, plains .
Gradational forces tend to the surface of Earth to make planar.
