The testa and tegmen are both coverings of seed which performs the function of protection.

However, the Testa is the outermost layer of the coverings of seed. It provides protection to the seed from bacteria and external natural sources.

The tegmen, whereas lies just below the Testa, directly covering the seed and providing it with protection
