Transfer function is the ratio of Output function to the input function. It does not give any number. It is used to study or examine the system by providing different inputs. Example : Consider a system, which performs differentiation of input signal. If input is 'x' then output is '1'. In that case transfer function = (1/x)
Efficiency is the ratio of Output quantity to the input quantity. It can be an integer or a decimal number. Example: For a transformer, efficiency is the ratio of output power delivered to the input power supplied
