Unemployment is a situation when a person seeking a job is unable to find one. Underemployment is a situation when a person is working but isn't working at his full capability.

unemployment is a situation in which there is lack of employment oppurtunity to a person.
  in the case of underemployment , people work less than they are capable of.
example:in a farm which needs 4 members,6 to 7 family members work on it.
