The main difference is that upon is only a preposition, while up is a bit of a show-off being a preposition as well as an adverb, adjective, noun and verb. So uponcan only be used to introduce a phrase, while up has many other uses.

As prepositions, they do not actually overlap much. Up has the sense of indicating direction, as in up the wall, indicating vertical direction. It also has a less physical sense of direction, as in up the river, meaning towards the source of the river.

Upon is much more like on than up. It indicates position, not direction. It is also used in less physical senses, like upon arrival where it has more the sense of at the time of, or upon my word, which is an exclamation of surprise.

1.up to means "till"
eg. you have to pay your fees upto jan.

2.upon means "on" it is used especially in abstract senses.
eg.it was based upon two principles.
