Valency is the combining capacity of an element. For example Calcium has a valency of +2 , that is it loses one electron to become Ca2+ ion and becomes stable.

Oxidising agent or oxidants oxidise a substance. For example 2Cu + O2 -----> 2CuO. Here copper is oxidised and the oxidising agent is oxygen.
