When you see phase shift, you need to ask “What is the reference signal which is the 0 degree phase basis for any phase shift?” The reference HAS to be cyclical and repetitive, so that the start and end of a cycle can be identified, and THEN you can note the position half way through the cycle which means a 180 degree delay. If the shifted signal starts at this half way point, you can say it is 180 deg phase shifted.
