manure is done manually (by hand) by splitting cow dung into the field for making soil fertile, this is safe and is very useful method.
and, fertilizer are chemical products which can damage soil fertility and has many disadvantages but it makes plant grow faster and it is a modern technique for increasing production, example- pesticides,etc
