A peddler is someone who sells small goods. There is usually (but not necessarily) a connotation that these goods are illegal. For example, we usually say "a drug peddler" to say someone who sells illegal drugs.
Peddlers usually do not have a stall, so they will go from place to place selling their goods.
On the other hand, a vendor is a more generic term for someone who sells goods. Some vendors have their own stalls, others are door-to-door, such as ice cream vendors.
