Balanced force:Two or more forces are said to be balanced if they are equal in magnitude but opposite in direction. in case of balanced forces the objects on which they are applied do not move.
Unbalanced force: two or more forces are said to be unbalanced forces if they are unequal in magnitude irrespective of their direction. in case of unbalanced forces the objects on which they are applied definitely move.
