Differentiate between "coming together federations "and "holding together federations "with examples

When several independent states come together and form a country where each state have equal representation and rights it is termed as coming together federation.
eg USA, Switzerland, Australia

When a country is divided into states on the basis of language,culture ,tribal groups etc it is termed as holding together federation.usually this form of federation don't have equal division of power
eg India ,Spain, Belgium
