Legislative council (Vidhan parishad)

position: legislative council is upper house of state like rajya sabha and it is permanent house

election: one third are elected by the members of local bodies such as municipalities ,gram panchayats, district councils

number of members: size of state legislative council cannot be more than one third of the membership of the state legislative assembly

Legislative assembly (Vidhan sabha)

position: lower house much like lok sabha of parliament

election: directly elected by an electorate consisting of all adult citizens of that state

number of members : not more than 500 and less than 60 but can be less than 60 through an act of parliament such in case of Goa Sikkim and Mizoram
