Every operating system is written in some sort of programming language, yet most use of programming languages is for applications, not for operating systems.

Without an operating system of some sort, it's difficult to get any programming language (or anything else) to do anything; the OS handles many tasks - especially those related to I/O or multitasking - in a uniform, standard manner so that (a) people writing applications don't have to handle all the details of those tasks in every application they write, and (b) the user is presented with a relatively uniform, predictable UI.
