A minimum Subsistence Level living is described as the minimum threshold at which a person or family can survive.
The description for every country is different but usually takes into account, income, quantity of food and type of shelter. Also included are health care and education.

For example, in the UK minimum Subsistence level of living for a family of 4 can be an income of 2000 pounds and a 2 bedroom house.

However, a reasonable level of living, is more than just survival but is a situation where a family can thrive, grow and afford some luxuries, e.g.

for a family of 4, it can be 3000 pounds, a 3 bedroom house and a car etc

Minimum subsistence level of living is when a person's bare necessities of food, shelter and clothing are taken care of. Reasonable level of living is when these and more are taken care of and he can indulge in making certain selective lifestyle choices.
