Plants that produce flowers are called flowering plants. Reproduction takes place within a flower( contains both male and female organs) or among different flowers and results in seeds. Ex: lemon, apple, roses etc
Plants without flowers that can reproduce are called non flowering plants. Ex: moss, fern etc. some reproduce through spores and some through seeds. In either case the plants don't have flowering stage. Certain ornamental plants come under this category. They are basically designed to be non flowering.
