Regular reflection is the reflection of light off a smooth rays such that the parallel incident rays remain parallel when reflected. Diffused reflection is when light reflects off of an irregular surface such that, parallel incident rays no longer remain parallel when reflected.
Diffused reflection does not put an end to the laws of reflection as the normals on an irregular surface are also not parallel and follow the laws of reflection for their respective incident rays, so the laws of reflection are upheld.
