Differentiate between relative density and density of a substance. And when are they equal?

The density of water varies with temperature and is maximum at 4° C. Hence the choice. So there is no difference between relative density and specific gravity. The last thing is Why the values are equal is that SG of water is almost 1 .so the ratio and mass values are equal but not the same. They have the same meaning.
