In unitary form of government, all powers are vested in the central government, the whole territory is governed from a single centre of power. There isn't no need for a written constitution
In federal form of government there are two centres of power : The central government and the state government. There is a need for a written constitution.

Unitary system :- There is only one level of government or the sub units are subordinate to central government . Central Government can pass order to state government .
Federal Government :- The Central government cannot pass order to state government . State government has powers of its own to which it is not answerable to the central government . Both these governments are seperatly answerable to the people
