The difference between ureters and the urethra is the location and function of the two. The ureters connect the kidneys to the bladder, so in normal anatomy, a person has two of them. They function to carry urine from the kidneys to the bladder. The urethra is the canal that brings urine from the bladder to be voided to the outside of the body.
