Runner is an above ground horizontal green specialised stem branch which produces roots from nodes for attaching to be the soil while on other hand stolen initially grow upwards like ordinary branches and then arch down to develop new daughter plants in coming in contact with the soil

An offset is when a plant produces a plantlet that form still attached to there mother . The thick fiberous like root only has one nodule at the end of it and that produces the plantlet it's roots are underground and the leaves above . The root from the plant I also underground unlike a runner. When you look at a strawberry runner it's like a green chain of New strawberry plants and none of the new roots have ‘anchored themselves to the ground yet.

So as a summary-

A runner has many nodes and nodules. It's green stem is above the ground and produces many plants. Unlike an offset that produces produces one maybe 2 plants by its roots and rely on the mother for normally the first season . An offset is like a side shoot of the plant . You can remove a offset by slicing the root and splitting mother and offset.
