Rule of law is a British concept, Indian equivalent of which is equality before law guaranteed under art 14 of Constitution of India.
Rule of law removes arbitrariness in governance. No special privileges are conferred on any one.
Rule of law ensures that law is knowable,predictable and violation meets the anticipated corrective action.
Whereas, Rule by law is despotic.
Law is used as an instrument of coercion.
Rule by law envisages blind obedience to law in the books rather than to law in action.
