Under this land revenue system , the zamindars were given the hereditary ownership of land . they were responsible to collect tax on the behalf of the British . They had to pay 89% of the revenue collected to the British while keeping the remaining 11% . land revenue was fixed for a term of 10 years . This was done to keep a check on current revenue officials who would not be able to change the land revenue at will . The Permanent Settlement turned out to be the most fruitful for the zamindars ; the hereditary ownership of land help them emerge as new wealthy and powerful class of landlords . Also the increased revenue generated from the increase in the cultivable land went into the hands of the zamindars thereby making them wealthier . On the other hand , the system made the living conditions worse for the cultivators . They were often subjected to oppressive methods of revenue collection . For example they were evicted from their own land by the zamindars on grounds of non payment of dues , and thus , converted into tenants .
